The Industrial Corridor Community Organization (ICCO) has undertaken a planning project to craft an overlay zone for its neighborhood.

The ICCO will use this blog to keep the public informed about the planning effort, to connect with ICCO landowners, residents, and businesses, and to publish its studies and final product.
We anticipate this planning effort will result in draft language for a proposed overlay zone, which the ICCO will recommend to the City Council for adoption. The ICCO has engaged a consulting team to help with this planning effort. These include Schirmer Satre Group and the Law Office of Bill Kloos PC.
The Industrial Corridor generally is the large triangle of land located north of downtown, south of Awbrey Lane, and lying between the Northwest Expressway on the east and the Urban Growth Boundary on the west.
The Industrial Corridor Community Organization (ICCO) is a nonprofit corporation and one of the neighborhood associations officially recognized by the City of Eugene.
In 1991 the City and the ICCO entered an Agreement [link to 1991 Agreement] that anticipated that the entire neighborhood would be annexed by now. That has not happened. There are islands of annexed areas in the neighborhood – annexations that were done by the Boundary Commission. The Boundary Commission is gone. Annexations are now done by the City Council under somewhat different rules.
The ICCO believes that it and the City have similar goals for the neighborhood. They want to create incentives that encourage owners to annex to the city in an orderly fashion in large blocks of contiguous land. They want to create incentives for industrial development and redevelopment in the neighborhood. They want to reduce the costs and simplify the public review processes associate with development. And they want to fine tune the development standards in ways that make them most sensible for the medium and heavy industrial uses that predominate in the area.
